File topics include annual leave policies; records management; civil service lobbying; testing validity (e.g., essay question use; examination confidentiality; uniform scoring; oral examinations); un-American activities, and conscientious objectors (e.g., American Friends Service Committee placement investigation of mental health workers in compliance with Universal Training and Service Act of 1951). Correspondents include federal agencies or private groups (e.g., veterans' and professional associations) determining whether civil service practices were applied fairly to their organizations' members .
